Cigarette, Tobacco, and Electronic Vaping Device Retail License

Cigarette, Tobacco, and Electronic Vaping Device Licenses are now online through OpenGov.  

Anyone applying for a Cigarette, Tobacco, and Electronic Vaping Device License must submit the following:

  • Wisconsin Seller's Permit
  • Scaled floor plan showing locations of activity areas
  • Individual Questionnaires for anyone involved in the business
  • Driver's License/State ID for everyone involved in the business

Simply go to this link to create or log in to your account in OpenGov.


Moving forward, once you create an account, you can apply for multiple licenses through the City each year, using the same account (including Dog License/Operator’s License/Special Event/etc). 

 Your personal OpenGov account will allow you to:

  • Submit a new/renewal Cigarette, Tobacco, and Electronic Vaping Device License
  • Make a payment with an online payment option
  • Track the progress of your Cigarette, Tobacco, and Electronic Vaping Device License
  • Message the City with questions or comments regarding your application
  • Print your Cigarette, Tobacco, and Electronic Vaping Device License.  Once approvals have been completed, the system will notify you when printing is available.  All applicants have the ability to print at home.

License Fee

  • $100.00 per year


Estimated Processing Time: 3-5 business days

All licenses expire on June 30

  • Renewal license must be applied for by April 15 or be subject to a late filing fee of $25.00.
