The RFP (Request For Proposals)
The City of Sun Prairie Department of Community Development solicited proposals from qualified vendors for the completion of a housing study and strategy.
This Request for Proposals (RFP) was issued for the purpose of selecting a qualified firm(s) to complete a comprehensive housing needs analysis and market demand study for the City of Sun Prairie, and the development of initial steps the City can take to address housing needs within the community. It was requested that the process shall include a significant public involvement effort to engage and educate citizens on the results of the housing analysis and involve them in the process of developing the comprehensive housing strategy. In addition, the City is interested in obtaining more detailed information regarding housing conditions in several key geographic areas of the community as part of this process. The successful responder was required to demonstrate that they have the experience needed to complete the data collection and technical aspects of this study, as well as the ability to conduct an inclusive public process that will both educate the community on the needs and gaps identified by the study, and gather public input to assist in the development of the comprehensive housing strategy.

The Final Report
The City of Sun Prairie embarked on a housing needs assessment, working with The Lakota Group, a Chicago-based urban planning and design firm, alongside SB Friedman, a housing and economic development consulting firm. This housing study was purposed to provide City staff, elected officials, and the Sun Prairie community a better understanding of the housing market, housing challenges, and current and future unmet needs. Housing for All considered ways to manage change and balance community needs, while embracing the Sun Prairie history and heritage moving forward, to ensure there are housing opportunities for all.
After a year long process, the final report is ready to be reviewed. It provides a detailed assessment of housing conditions in Sun Prairie as well as recommended strategies to improve housing for all. To review the document, please click here.
